Olympic Oaks Village

Olympic Oaks Village is a working shopping center, not a greenfield pad. EVre delivered two DC fast chargers here without closing the center — the project ran around live tenants, live traffic, and a live parking lot the whole way through.

The site

Olympic Oaks Village sits in Des Peres, Missouri, off I-270 exit 9 at Manchester Road — a 92,000 sq ft retail center developed in 1988 and managed today by Sansone Group. The center’s tenants stayed open and trading throughout construction; the schedule moved around customers and deliveries, not the other way around. The site sits in Ameren Missouri’s territory, which shaped both the utility approach and the charger sizing (see below). What EVre delivered

This was full turnkey scope, start to finish: site assessment, PE-stamped engineering, permitting, construction management, and commissioning, all under one contract with EVre as the single point of accountability. EVre’s Missouri Professional Engineer is engineer of record on every EVre project, this one included, so the sealed drawings and the field work trace back to the same firm.

The station is two 60 kW Blink DC fast chargers, each carrying both CCS1 and NACS connectors so no driver needs an adapter. Stalls are reserved and marked with dedicated EV signage and striping. Construction and commissioning were performed by Compass Electrical Solutions under EVre’s construction management, sequenced around the center’s business hours so tenant parking and access stayed open throughout.

Total installed cost ran approximately $200,000, reflecting the utility and construction scope of building DC fast charging inside an operating retail site. EVre owns and operates the station on the Blink network, handling monitoring, maintenance, and driver support directly. Charging is priced at $0.45/kWh plus a $0.99 session fee — EVre’s published rate at this location.

Why it matters for your project

Most EV charging case studies show empty lots. This one shows the harder version: building inside a property with live retail tenants that has to keep functioning as a business the entire time — no closures, no lost parking, no interruption customers would notice. That’s the real test of turnkey delivery — one contract covering design, permitting, construction, and commissioning means the property manager isn’t coordinating multiple vendors and absorbing the schedule risk between them.

The charger sizing matters too. Olympic Oaks Village sits in Ameren Missouri territory, which — as published mid-2026 — has no EV-specific rate: a DC fast charging site here takes the standard demand charge under Rate 3(M) Large General Service, roughly $7.43/kW in summer and $2.76/kW in winter, with no ratchet but a 100 kW billing floor. Without an EV rate to soften that exposure, oversizing the equipment means paying for peak demand you rarely use. Two 60 kW units gave the site real DC fast charging capability without carrying a demand-charge liability sized for more than the site needed. That’s the fit-for-purpose call: right-sized to the site’s utility reality, not to the biggest charger on the market.
