EV Charging Engineering Design in Kansas City

EVre is a Missouri-licensed Professional Engineering Corporation (Certificate of Authority #2024017299), serving Missouri and Kansas from the St. Louis and Kansas City metros. Every project carries a Missouri PE stamp from Matt Norris, our Chief Innovation Officer and a 10-plus-year EPC engineer of record; Jared Anderson, CPA, builds the proforma behind each one.

We are not a reseller. EVre designs, builds, owns, and operates charging infrastructure — we run a live public DC fast charging network today, so our engineering has to survive commissioning and 24/7 monitoring, not just permit review. In Kansas City that means two projects: a DC fast charging hub under development on UMKC’s Health Sciences Campus, and a right-sized Level 2 fleet delivered at KCMO’s Health Department.

Evergy territory: what changes the design

Kansas City sits on both sides of a state line, and Evergy serves both sides — but not the same rate territory, and the difference drives engineering decisions, not just paperwork.

Kansas City proper is Evergy Missouri Metro (30-minute demand interval). Cross into Kansas and you’re in Evergy Kansas Metro (30-minute standard, 15-minute under BEVCS) or, further out, Evergy Kansas Central (15-minute, true summer demand ratchets of 50% MGS / 85% LGS). A charger sized the same way on both sides can land on very different bills.

The rate that fits a standalone DCFC site is Evergy’s Schedule BEVCS (Business EV Charging Service), available in all four jurisdictions. It trades the per-kW demand charge for a lower facilities charge (roughly $2.29–$2.96/kW, 12-month ratchet) plus a steeply time-differentiated energy rate — but requires the site to be separately metered, ancillary load capped around 5 kW.

That choice is not optional if you want the rebate: in Missouri, Evergy’s Commercial EV Charger Rebate is only available to customers on BEVCS — the rebate is welded to the rate. It also requires pre-approval before the project starts, a five-year ownership/O&M commitment, and utility access to utilization data. Missouri’s affiliate cap is $150,000; Kansas runs to $500,000 with a Highway Corridor category, but closes March 2027.

Commissioning is itself a demand event — a full-power acceptance test can set the facilities-charge floor for the next 11–12 months, so we stage testing port-by-port to avoid an artificially high floor.

Two more variables set the schedule as much as the rate. Evergy’s cost split puts distribution upgrades, primary conductors, the transformer, CTs, and the meter on the utility side; the customer owns secondary conduit/cable, the meter base or CT cabinet, and, on a three-phase pad, the pad and grounding electrode — with a CIAC where utility cost outruns added-load revenue. Distribution transformer lead time, not permitting, is the binding constraint on most DCFC schedules — up to two years reported industry-wide, up 429% since 2020 per APPA members.

Worth tracking for any Missouri Metro project: Evergy’s rate case ER-2026-0143 (filed Feb 6, 2026; $137.9M/14.9% requested) — new rates expected January 2027, as published mid-2026.

Our Kansas City projects

UMKC Campus Charging Program — In August 2026 we signed a lease with the Curators of the University of Missouri for an EVre-funded DC fast charging hub on UMKC’s Health Sciences Campus, Hospital Hill — Evergy Missouri Metro territory. Scope: two dual-port DC fast chargers (NACS and CCS1) at $0 cost to the university, new separately metered Evergy service in EVre’s name, transformer coordination, EV rate election, rebate pre-approval, and reserved stalls with signage and striping. The package is PE-stamped to University of Missouri standards and Kansas City permitting, with a quarterly revenue share to UMKC. Energization is anticipated in 2027; the existing Level 2 charging at the Student Success Center will be modernized alongside it.

KCMO Health Department, 2400 Troost Ave — In 2024 the department had already purchased DC fast chargers for a workplace-charging use before the design questions were answered. EVre supported electrical contractor Mark One Electric with a site assessment of electrical capacity, parking, and actual duty cycle. The result: a right-sized configuration of 14 Noodoe AC30P dual-port Level 2 stations — 28 ports — with a hardwired Cat6 network and RFID access control. EVre delivered sealed issue-for-permit and construction drawings; Evergy Missouri Metro territory.

Who we work with here

We work directly with property owners, campuses, municipalities, healthcare systems, and retail operators on both sides of the state line — anyone who needs charging sized to actual usage, not a spec sheet.

We also work for electrical contractors, not around them, as we did for Mark One Electric on the KCMO Health Department project. Their service manager: “They provide car chargers and have an engineer to stamp drawings for us, and can provide comprehensive design packages for EV charging stations. How a Kansas City project runs

Assessment — electrical capacity, parking/ADA layout, utility service options, and a payback screen: the discipline that separates locations worth building from lots that never pay back.

Engineering — load analysis, single-line development, PE-stamped issue-for-permit and construction packages, AHJ coordination, and the Evergy utility submittal.

Utility — intake runs through Evergy’s Meter & Service Request portal under the “EV Charging Station” type, asking for service size and existing plus proposed demand in kW. Evergy publishes no committed lead time; transformer procurement, not paperwork, sets the real schedule.

Permit, build, commission — licensed contractors build under EVre construction management; commissioning includes startup, network configuration, and driver-ready testing staged to avoid an artificial demand floor.

Timelines track project type: Level 2 typically runs 6–12 weeks from assessment to energization, driven by permitting. DC fast charging runs 4–9 months, driven by Evergy service coordination and transformer lead time.
